We find that the lens equation in a spatially flat Robertson-Walker cosmology with scalar metric fluctuations is equivalent, to the leading order of approximation, to that for the same lensing system in the absence of fluctuations but with a different angular position of the source relative to the lens axis. Since the absolute position of the source is not observable, gravitational lens measurements cannot directly reveal the presence of large-scale structure. Large-scale perturbations do not modify the functional relationship between observable lens parameters and the Hubble parameter and therefore do not seriously affect the determination of Ho from lens time delays. © 1996.
