El objetivo de este trabajo es analizar la relación Ejecutivo-Legislativo en la provincia de Entre Ríos desde 1999 hasta 2015, lo que comprende cuatro gestiones de gobierno. La ley electoral propende a instaurar gobiernos con mayorías legislativas. En efecto, durante la temporalidad del estudio todos los gobernadores contaron con quorum propio tanto en la Cámara de Diputados como en la Cámara de Senadores. Pero a pesar de este diseño institucional, se argumenta que el hecho de que el oficialismo provincial cuente con mayoría parlamentaria no significa que los legisladores aceptarán sin más todas las iniciativas elaboradas por el titular del Ejecutivo. La hipótesis que guía el estudio es que el diseño mayoritario constituye sólo un punto de partida que, aunque es favorable al gobernador, está sujeto a las características del sistema de partidos y a la cohesión partidaria del bloque oficialista, que inciden en los procesos de toma de decisiones a lo largo de todo el período de gobierno. The main objective of this paper is to analyze the Executive-Legislative relations in Entre Ríos province, from 1999 to 2015, which includes four government administrations. The electoral law tends to ensure the legislative majority to the winner of the Executive Power elections. In fact, during the time of the research, each governor had the absolute majority of seats in the Chamber of Deputies and in the Senate. But despite this, we argue that does not mean that the legislators will accept all the initiatives of the Executive Power.
