Sumario:This paper presents a documentary content analysis of transportation plans in the Tucumán Metropolitan Area over three decades, aiming to assess their background and understand the evolution of approaches in the social construction of mobility problems. The results demonstrate a transformation in travel planning, indicating a shift towards the progressive consideration of mobility as a structuring principle in territorial organization. Simultaneously, there is a gradual decrease in the relevance of transportation in urban policy, along with the inclusion of users of previously overlooked modes of mobility, such as pedestrians and cyclists. Despite these advancements, challenges persist, including the predominance of a technical perspective and a lack of attention to user diversity. The importance of alignment with Sustainable Development Goals and the consideration of mobility as a right is emphasized, coupled with an inclusive approach, to address inequalities in the city.
