The results demonstrate a transformation in travel planning, indicating a shift towards the progressive consideration of mobility as a structuring principle in territorial organization. Simultaneously, there is a gradual decrease in the relevance of transportation in urban policy, along with the inclusion of users of previously overlooked modes of mobility, such as pedestrians and cyclists. Despite these advancements, challenges persist, including the predominance of a technical perspective and a lack of attention to user diversity. The importance of alignment with Sustainable Development Goals and the consideration of mobility as a right is emphasized, coupled with an inclusive approach, to address inequalities in the city. Este artículo presenta un análisis de contenido documental de los planes de transporte en el Área Metropolitana de Tucumán a lo largo de tres décadas, con el propósito de evaluar los antecedentes y entender la evolución de los enfoques en la construcción social de los problemas de movilidad. Los resultados demuestran una transformación en la planificación del desplazamiento, evidenciando un cambio hacia la consideración progresiva de la movilidad como un principio estructurante en la organización del territorio. Simultáneamente, se registra una disminución gradual de la relevancia del transporte en la política urbana, así como la inclusión de usuarios de modos de movilidad omitidos, como peatones y ciclistas. A pesar de estos avances, persisten desafíos, incluyendo la preeminencia de una perspectiva técnica y la falta de atención a la diversidad de usuarios.
