The work is organized in an initial body and 7 chapters. In the initial body, the theoretical framework of the research and its extension is established in a series of debates that we consider necessary to be exposed to contextualize the present study. Next, we enunciate the research question, the general objectives linked to the possible role of being assumed by the Project Research in this kind of works, and the specific objectives linked to the proposed analysis of the case study that we will address: Villa 21/24. In a similar way, the existence of a general hypothesis linked to the objectives of the same kind is distinguished here, followed by a derived hypothesis that specifies the scope of the first one and a group of specific hypotheses that contextualize the previous ones according to specific problems of the selected case study. This initial body ends with an estimate of the original contribution projected in this thesis.
In the first chapter we formulate an evaluation of the relevance in carrying out studies that involve topics addressed in the hypotheses raised, based on the compilation and analysis of the main regulations and plans linked to the popular habitat and analyzing consequences that can be extracted from them in relation to their issues. In this section, we approach the problems of Villa 21/24 from the compilation and analysis of regulations that have had it as their object.
The second chapter, "Inclusive Articulations", is dedicated to analyzing the general hypothesis from the development of the concept that gives its name to the chapter and the study of its scope and/or limits. The third chapter addresses again the hypotheses raised from the study of how the topics defined by them are manifested in the selected case. This analysis will also determine the establishment of a series of project guidelines for Villa 21/24 related to the specific hypotheses previously established.
The fourth chapter is dedicated to the development of the first part of the Project Research inquiring, through the proposal of three Inclusive Articulations, the possibilities of action of the Project in the specific case study. The fifth chapter focuses on the study of possible ways of expansion of the actions carried out in the previous chapter, focusing on the formation of a general strategy of (re) urbanization of the neighborhood.
These actions will find in the sixth chapter a proposal for realization in stages and a speculation referring to its scales of incumbency, which we will expose as a route from the neighborhood of Parque Patricios to the vicinity of the Riachuelo in the seventh chapter.
Finally, the results, scope and possibilities of response of the different hypotheses raised are evaluated, as well as some of the consequences that arise from the use of Project Research in the contexts of doctoral theses in the Conclusions and final reflections. The work culminates with a series of Annexes that, based on different interviews conducted during the period 2011/2013, try to account for the various topics addressed. |

En el cuerpo inicial se establece el marco teórico de la investigación y su ampliación en una serie de debates que entendemos necesarios de ser expuestos para contextualizar el presente estudio. Seguidamente se enuncian la pregunta de investigación, los objetivos generales vinculados con el rol posible de ser asumido por la Investigación Proyectual en esta clase de trabajos, y los objetivos específicos vinculados con el propuesto análisis del caso de estudio que abordaremos: la Villa 21/24. De forma similar, se distingue aquí la existencia de una hipótesis general vinculada a los objetivos de la misma clase, seguida de una hipótesis derivada que precisa el alcance de la primera y un grupo de hipótesis específicas que contextualizan las anteriores según problemáticas específicas del caso de estudio seleccionado. Este cuerpo finaliza con una estimación del aporte original proyectado en esta tesis. En el capítulo 1 realizamos una primera evaluación de la pertinencia en la realización de estudios que involucren los temas abordados en las hipótesis planteadas, a partir de la recopilación y análisis de las principales normativas y planes vinculados al hábitat popular y analizando consecuencias que de estos pueden extraerse en relación a temas por ellas expuestos. En este apartado, nos acercamos a la problemática de la Villa 21/24 a partir de la recopilación y análisis de normativas que la han tenido como objeto. El capítulo 2, "Articulaciones Inclusivas", se dedica a analizar la hipótesis general a partir del desarrollo del concepto que da nombre al capítulo y el estudio de sus alcances y/o límites. El capítulo 3 aborda nuevamente las hipótesis planteadas a partir del estudio de cómo los temas por ellas definidas se manifiestan en el caso de estudio seleccionado. Dicho estudio determinará, además, el establecimiento de una serie de lineamientos proyectuales para la Villa 21/24 emparentados con las hipótesis específicas anteriormente establecidas. El capítulo 4 se dedica al desarrollo de la primera parte de la Investigación Proyectual indagando, por medio de la propuesta de 3 Articulaciones Inclusivas, las posibilidades de actuación del Proyecto en el caso de estudio específico. El capítulo 5 se aboca al estudio de posibles vías de expansión de las acciones realizadas en el capítulo anterior, con miras a la conformación de una estrategia general de (re) urbanización del barrio. Estas acciones encontrarán en el capítulo 6 una propuesta de realización en etapas y una especulación referida a sus escalas de incumbencia, que expondremos como un recorrido desde el barrio de Parque Patricios hasta las proximidades del Riachuelo en el capítulo 7. Finalmente, se evalúan los resultados, alcances y posibilidades de respuesta de las distintas hipótesis planteadas, y algunas de las consecuencias que se desprenden de la utilización de la Investigación Proyectual en contextos de tesis doctorales en las Conclusiones y reflexiones finales.
