description The present work about waste circuits of the textile industry generated in General San Martin Party by companies based there and registered in the Provincial Organism for Sustainable Development OPDS aims to fill the gap that exists in the characterization of the behaviors of textile industries on the management of their waste, based on territorial, material and business aspects and knowledge and innovation flows.\nThis thesis, framed in the Oriented Research Project (PIO) "Atlas of industrial solid waste of the General San Martín district" UNSAM, focuses on waste from the textile industry in order to identify possible policies or measures that contribute to link actors, materials and data in a given physical and political context, with the goal of zero textile industrial waste and the generation of products that contribute to improving the quality of life of the population. The general approach is linked to the theories of sustainability in its economic, social, environmental and governance dimensions, with the goal of remediation of current environmental damage.\nFrom the survey of the party's actors, it is concluded that it has, on the one hand, a varied and deeply rooted textile industry in a high degree of disconnection with the installed capacity in the area of research and technology institutions. These institutions are characterized by having, as a whole, both instruments for testing and human resources in charge of developing innovative products based on the incorporation of different types of waste and with the will to work in the territory supporting local social and productive development. It is argued that the challenge for the development of a sustainable connection is to achieve the development of instruments of connection between all the actors where each one visualizes the advantages of the interaction above their fears and preconceptions.\nRegarding the local government presence in the San Martin district, it was observed that the territorial presence is of a very high density and that it has an organization chart oriented towards production and economic and social development.\nAs a result of the analysis of the information collected in interviews, surveys and the route of the territory, flows of waste and money were observed in different directions, resulting in six different management models that include final disposal and recycling in equal amounts in their reinsertion versions productive as zero residue combining formality with informality. The challenge for all stakeholders would be to achieve a model that eliminates all cases of final disposal, taking advantage of the ability to link the textile industry with the construction industry.

UNSAM, hace foco en los residuos de la industria textil con el objetivo de identificar posibles políticas o medidas que aporten a una vinculación de actores, materiales y datos en un contexto físico y político dado, con la meta en residuo industrial textil cero y la generación de productos que aporten a mejorar la calidad de vida de la población. El enfoque general está vinculado con las teorías de la sustentabilidad en sus dimensiones económica, social, ambiental y de gobernanza, con meta en la remediación del daño ambiental actual.\nDel relevamiento de los actores del partido se concluye que este posee por un lado una variada y arraigada industrial textil en alto grado de desconexión con la capacidad instalada en el área de las instituciones de investigación y tecnología. Estas instituciones se caracterizan por tener en su conjunto tanto instrumental para ensayos como recursos humanos a cargo ya de desarrollo de productos innovadores a partir de incorporación de diferentes tipos de residuos y con la voluntad de trabajar en territorio apoyando el desarrollo social y productivo local. Se sostiene que el desafió para el desarrollo de una conexión sustentable es lograr el desarrollo de instrumentos de vinculación entre todos los actores donde cada uno visualice las ventajas de la interacción por encima de sus temores y preconceptos\nEn lo relacionado a la presencia gubernamental local en el partido de San Martin, se observó que la presencia territorial es de una densidad muy alta y que posee un organigrama orientado hacia la producción y el desarrollo económico y social.\nComo resultado del análisis de la información recogida en entrevistas, encuestas y del recorrido del territorio se observaron flujos de residuos y dinero en diferentes direcciones que dan como resultado seis diferentes Modelos de gestión que incluyen en igual cantidad disposición final y reciclado en sus versiones de reinserción productiva como de residuo cero combinando formalidad con informalidad.
