The purpose of this presentation is to recommend to the academic community to initiate studies whether the Convention after 70 years and in vastly changed technical, economic and geopolitical conditions is fully responsive to the needs of the international community. Similarly, the time has come to re-examine the constitutional structure and the working methods of ICAO. Such studies should start at the academic level in close cooperation with the policy-making bodies and involve wide international exchange of ideas; in a few years such studies may reach a level of maturity and could be presented to States for their consideration and possible action. If no action is taken to modernize the venerated "Chicago" system, the Convention may well pass into irrelevance and interested States would try to find alternative solutions outside the "Chicago" system. Capaldo, coord. -- Resumen: El 7 de diciembre de 2014, la Convención de Chicago celebró su 70 aniversario. El propósito de esta presentación es recomendar a la comunidad académica que analice si la Convención, después de 70 años y bajo condiciones técnicas, económicas y geopolíticas muy diferentes de cuando fue adoptada, responde plenamente a las necesidades de la comunidad internacional. Del mismo modo, ha llegado el momento de volver a examinar la estructura constitucional y los métodos de trabajo de la OACI. Tales estudios deben comenzar en el nivel académico en estrecha cooperación con los órganos políticos, e involucrar un amplio intercambio internacional de ideas; en pocos años este tipo de estudios podría alcanzar un nivel de madurez tal como para ser presentado a los Estados para su examen y posible acción.
