The article presents the main arguments of businessmen on the topic, confronting their ideas with economic data on the footwear sector conditions in two different conflictive periods, and describes the actions of business associations and main firms of the footwear sector, which lead to non-tariff restrictions to the trade of that product within the MERCOSUR. El artículo analiza los cambios en el empresariado argentino del sector calzado a partir de 1999, cuando los aranceles para el intercambio de este producto dentro del MERCOSUR fueron eliminados. A cambio de dichos aranceles, la posibilidad de nuevos requisitos administrativos para la importación enfrentó a distintos actores del sector privado y, con el tiempo, transformó la clásica discusión sobre comercio exterior que dividía a fabricantes locales e importadores en una que oponía a distintos tipos de empresarios que producían localmente.
