Managing the ecclesiastic patrimony, priestly ordenations and his own patrimony, the bishop proceeds with the clergy primarily as a dominus, making use of the law only under situations of conflict. In a juncture marked by fierce competition, the bishop only imposes hegemony inasmuch as he can strategically manage the instruments he has at his disposal. Los concilios visigodos tienen un carácter bifronte: si bien por un lado constituyen una instancia mayor de representación del poder obispal, en tanto transmiten las reglas de una situación ordenada cuya cabeza indiscutible es el obispo; por otro lado son la herramienta fundamental de negociación en el interior del clero, componiendo conflictos que en ocasiones pueden poner en tensión la exclusividad de su poder. Disponiendo del patrimonio eclesiástico, de las ordenaciones y muchas veces del patrimonio propio, el obispo opera en relación al clero fundamentalmente como un dominus, valiéndose de la legislación únicamente en situaciones de conflicto.
