This article intends to analyze this process, evidencing some variables of the current period responsible for the project that places Brazil in the direction of the pathway roads. It is concluded, through an analysis that interweaves the historical conjuncture with the public policies undertaken, that the Brazilian State underwent three distinct stages in relation to the construction and maintenance of the national road network after the 1930s, in the process of transformation of the pattern agro-exporter in urban-industrial. First, it played an active role, with the creation of specific agencies for the project and as the main source of financing. From the 1990s, however, he relinquished his leadership in planning and executing public policies, delegating much of these activities to concessionaires. And finally, with the Growth Acceleration Program (PAC), it tries to take back the rein of investments and public policies related to the road modal.  De Getúlio Vargas à ditadura militar, o Brasil rompe o chamado “arquipélago econômico”, e a implantação de uma rede rodoviária nacional representa um dos pilares básicos para as dinâmicas territoriais que seriam empreendidas no tecido socioeconômico de todo o país. Este artigo pretende analisar este processo, evidenciando algumas variáveis do período atual responsáveis pelo projeto que coloca o Brasil no rumo dos caminhos rodoviários. Conclui-se, mediante análise que entrelaça a conjuntura histórica com as políticas públicas empreendidas, que o Estado brasileiro se submeteu a três etapas distintas em relação à construção e manutenção da malha rodoviária nacional após os anos 1930, no seio do processo de transformação do padrão agroexportador em urbano-industrial. Primeiramente, exerceu intenso papel ativo, com a criação de órgãos específicos para a empreitada e como fonte principal de financiamento. A partir da década de 1990, entretanto, abdicou de sua liderança na condução do planejamento e de executor de políticas públicas, delegando boa parte destas atividades aos concessionários.
