description This paper is part of a doctoral research project that analyzes whether the public management of intercultural bilingual education responds to the definition of Ecuador as an intercultural and plurinational state. The article analyzes the educational policy developed through Millennium units, promoted by the Ministry of Education and directed especially to indigenous population, in a situation of social vulnerability due to poverty. Our analysis follows a double itinerary: first, the paper analyzes the current legislation on bilingual intercultural education, the Millennium units and the universalization of access to education; secondly, bilingual intercultural education practices and the generalization of access to the educational system are studied and described, based on an ethnography developed in two Millennium units located in the Ecuadorian Andes.

El presente trabajo se enmarca dentro un proyecto de investigación doctoral que analiza en qué medida la gestión pública de la educación intercultural bilingüe responde a la definición de Ecuador como Estado intercultural y plurinacional. En este artículo analizamos la política educativa llevada a cabo en el país andino mediante las unidades educativas del Milenio, promovidas desde el Ministerio de Educación y dirigidas especialmente a la población indígena en situación de vulneración social por razones de pobreza. Nuestro análisis sigue un doble itinerario: en primer lugar, el escrito examina la normativa vigente sobre la educación intercultural bilingüe, las unidades educativas del Milenio y la universalización del acceso a la educación; en segundo lugar, se estudian y describen las prácticas de educación intercultural bilingüe y de generalización del acceso al sistema educativo, a partir de una etnografía desarrollada en dos unidades educativas del Milenio situadas en los Andes ecuatorianos. Este trabalho é parte do projeto de pesquisa de doutorado que analisa como a gestão pública da educação intercultural bilíngue responde à definição do Equador como Estado intercultural e plurinacional. Neste artigo analisamos a política educacional exercida no país andino através das unidades do Milênio, promovidas pelo Ministério da Educação, especialmente orientadas para a população indígena em situação de vulnerabilidade social por razões de pobreza.
