The theoretical framework used in this inquiry Strategic-Relational Approach (SRA) and part of the hypothesis that the INV has a ‘strategic selectivity’ that leads it to privilege some interests over others. State actions have an effect on the actors (and their power relations), who, in turn, apply strategies to gain control to such organizations through the active involvement in their conduct and/or the formulation of their policies. This paper shows how the INV collaborated in the implementation of a production model that favored major winemakers and ceded part of the power it has had in previous decades in favor of the governments of Mendoza and San Juan. El artículo tiene como objetivo analizar la selectividad estratégica del Instituto Nacional de Vitivinicultura (INV) en el período 1991 – 2001. La pregunta es: ¿los intereses de qué sector de la vitivinicultura privilegió el INV?. El trabajo toma como marco teórico el Enfoque Estratégico Relacional (EER) y parte de la hipótesis que el INV tiene una “selectividad estratégica” que lo lleva a privilegiar algunos intereses sobre otros. Las acciones estatales tienen un efecto sobre los agentes (y sus relaciones de poder) y a su vez éstos despliegan estrategias para lograr control de esos organismos mediante la participación en su conducción y/o la definición de sus políticas.
