The program is of territorial scope (Gipuzkoa) and interinstitutional since it involves the 5 institutions of higher education in Gipuzkoa and the Provincial Provincial Council that is the promoter of the program1. Since its inception (2008), the key to GAZE is institutional and youth governance, this means that institutions and students are not “target audience” of the program but “producing users or prosumers” since since its inception they have actively participated in defining their objectives and taking part in strategic decisions through the Promoter Group (1 representative per institution) and the Student Council (students per institution).The GOBERNPROY tool was designed to weigh strategic objectives through meetings in which the decision instances of an interinstitutional program or project participate. It uses the method of peer analysis facilitating effective governance of social projects with high participation of agents in medium and long-term strategic decision making. It is a technical weighting instrument that in turn offers elements that facilitate dialogue and strategic reflection between the parties. The development of this management tool has been carried out by the research team of the Sánchez-Mazas Chair of the University of the Basque Country (scientific coordination of GAZE), with the collaboration of experts in strategic reflection and programming. It is based on a management approach that considers inter-institutional networks as a source of governance and that raises the need to develop instruments that contribute to overcome management difficulties in this type of group and at the same time reinforce their potential as self-organized structures capable of co- Produce decisions and results.This work will describe the objectives, contents and applications of the tool. Emphasis will be placed on procedural aspects that allow participatory management of the strategic decisions of a governance-based program or project.

El presente trabajo se propone describir la herramienta GOBERNPROY de gestión de proyectos basados en gobernanza desarrollada en el marco del proyecto de intervención Gipuzkoa Gaztekinzale: GAZE, País Vasco.El programa GAZE tiene por objetivo fomentar el sentido de la iniciativa en la juventud de educación superior del Territorio Histórico de Gipuzkoa – País Vasco. El programa es de alcance territorial (Gipuzkoa) e interinstitucional ya que en él participan las 5 instituciones de educación superior de Gipuzkoa y la Diputación Foral del Territorio que es la impulsora del programa1. Desde sus inicios (año 2008), la clave de GAZE es la gobernanaza institucional y juvenil, esto significa que las instituciones y el alumnado no son “público objetivo” del programa sino “usuarias productoras o prosumers” ya que desde sus inicios han participado activamente en la definición de sus objetivos y toman parte en las decisiones estratégicas a través del Grupo Promotor (1 representante por institución) y el Consejo de Estudiantes (estudiantes por institución).La herramienta GOBERNPROY se diseñó con el fin de ponderar objetivos estratégicos mediante reuniones en las que participan las instancias de decisión de un programa o proyecto interinstitucional. Utiliza el método de análisis por pares facilitando una gobernanza efectiva de proyectos sociales con alta participación de agentes en las tomas de decisiones estratégicas de mediano y largo plazo. Se trata de un instrumento técnico de ponderación que a su vez ofrece elementos que facilitan el diálogo y la reflexión estratégica entre las partes. El desarrollo de esta herramienta de gestión ha estado a cargo del equipo de investigación de la Cátedra Sánchez - Mazas de la Universidad del País Vasco (coordinación científica de GAZE), con la colaboración de personas expertas en reflexión estratégica y programación. Se parte de un enfoque de gestión que considera las redes interinstitucionales como fuente de gobernanza y que plantea la necesidad de desarrollar instrumentos que contribuyan a sortear las dificultades de gestión en este tipo de colectivo y a la vez refuercen su potencial como estructuras autoorganizadas capaces de co-producir decisiones y resultados.En este trabajo se describirán los objetivos, contenidos y aplicaciones de la herramienta.
