Examines the relevance of the action research in participatory strategic planning for large organizations in the public sector. It describes how this methodology is being applied in the development of the PEIP inthe FCE-UNER. (Faculty os Economic Sciences University of Entre Rios, and in the Ministry of Labour of Argentina). On the other hand, it is argued about the usefulness of the methodology of action research in organizational transformation, it also allows closer links between applied research and consulting, which is an interesting way to explore by Universities, Public organizations, business and social organizations. El propósito de este trabajo es examinar la conveniencia de tratar el Planeamiento Estratégico Participativo de Organizaciones Públicas (PEPOP) con un enfoque de investigación-acción. Los hallazgos de este enfoque guardan un particular interés para la aplicación de la investigación-acción en todo proceso de cambio y desarrollo organizacional que requiera recurrir a técnicas participativas por su riqueza motivadora y transformadora de la cultura organizacional. Se examina la pertinencia de la metodología de investigación-acción en el planeamiento estratégico participativo para grandes organismos del sector público. Se describecómo esta metodología se está aplicando en el desarrollo del Plan Estratégico Institucional Participativo (PEIP) en la Facultad de Ciencias Económicas de la Universidad Nacional de Entre Ríos FCE-UNER y en el Ministerio de Trabajo, Empleo y Seguridad Social de la Nación.
