It originated from theArgentine Center of Engineers (CAI), promoted by professional associates in charge of sixteen national firms, several ofthem public works contractors. In 1939 it obtained its legal status, having grown already to include many more associates;and in 1942 it severed its direct link with the professional associations, which at that time it saw as a brake on its growth. This paper proposes to investigate the link between the CAC and the CAI, arguing that it facilitated negotiations betweenthe Chamber and the State, on the basis of the previous history of the Center, which since its creation in 1895 hadcultivated intense links with the state apparatus, and especially with the Ministry of Public Works (MOP).
