The objective of this paper is to analyze how these two spaces have been conceived in municipal and port planning, from a historical perspective. We believe that a study of this type will make it possible to identify the long-term criteria with which they were thought, in a particular and interrelational way, later materialized in urban policies, regulations, government actions and port authorities. To reach the proposed end, we use qualitative methodology. In the first section, we address the initial conceptualizations of Bahía Blanca in the projects from the 1910s to the 1990s that were developed, as a city that sought to consolidate itself as a regional head, together with a port that planned to grow and diversify. In the second, in a different world context, the visions of a metropolis that wanted to insert itself globally and an autonomous maritime complex that yearned for efficiency. Pese a ser fundada en 1828, Bahía Blanca creció económica y demográficamente a fines del siglo XIX con la decisión de extender el ferrocarril y desarrollar puertos en la zona del estuario homónimo. Desde el Estado local y el complejo marítimo del mismo nombre, se formularon distintas proyecciones sobre ambos lugares, a veces compatibles y otras no. El objetivo del presente trabajo es analizar cómo se han ido concibiendo estos dos espacios en la planificación municipal y portuaria, desde una perspectiva histórica. Creemos que un estudio de este tipo permitirá identificar los criterios a largo plazo con que fueron pensados, en forma particular e interrelacional, materializados luego en políticas urbanas, normativas, en acciones gubernamentales y de las autoridades portuarias. Para arribar al fin propuesto, utilizamos metodología cualitativa. En el primer apartado, abordamos las conceptualizaciones iniciales de Bahía Blanca en los proyectos de la década de 1910 a 1990 que se elaboraron, como una ciudad que buscaba consolidarse como cabecera regional, junto a un puerto que ideaba crecer y diversificarse.
