We uphold that the relationships between industrialist and government were complex, conflicting and fluctuating depending on the different sectors, the particular paths and traditions of the capitalists and their associations. En este artículo analizamos las relaciones construidas entre el gobierno frondicista, los empresarios y sus principales organizaciones, adoptando una perspectiva de análisis regional. Centramos el análisis en las posiciones esgrimidas por las principales organizaciones de la industria de la ciudad de Rosario, provincia de Santa Fe, Argentina. Analizamos las posturas que sustentaron ante las políticas industriales adoptadas por el gobierno nacional, sobre el papel que debía ocupar el capital extranjero invertido en el país y acerca de la etapa que se abría para el desarrollo industrial, sus potencialidades y límites.
