The initiative of the Local Government (IMMa), is based on the advice of the Faculty of Architecture-UdelaR for implementing participatory process, which is embodied in the formation of so-called "Land Workshops", at multi-stakeholder participation level. These worktables are wide-ranging appeal, with the involvement of organizations and actors working together in an interdisciplinary way and with the technical team of the Faculty of Architecture and IMMa, establishing a strategic land planning system, open and participatory. In practice, they become spaces for interaction between governance and social and private actors, in a land subject to multiple stresses and dynamics of migration as it is Maldonado, with deep economic and social disparities that create a heterogeneous landscape.The links created with the Community began in 2006, and remains continuously until present, with high social impact, constantly verifying its feasibility.  El artículo expone la puesta en práctica de un sistema de planificación territorial participativa en el departamento de Maldonado, sus microrregiones y localidades, en el marco de la Ley de Ordenamiento Territorial y Desarrollo Sostenible aprobada en el año 2008. La iniciativa de la Administración Municipal (IMMa) para su implementación se apoya en el asesoramiento de la Facultad de Arquitectura para la puesta en marcha del proceso participativo que se materializa en la conformación de los llamados “Talleres territoriales”, ámbitos de participación multiactoral. Éstos constituyen mesas de trabajo de amplia convocatoria, con el involucramiento de organizaciones y actores locales que trabajan conjuntamente y de manera interdisciplinaria con el equipo técnico de la Facultad de Arquitectura y de la IMMa para instaurar un sistema de planificación territorial estratégico, abierto y participativo. En la práctica, se tornan un soporte continuo para la interacción entre la gestión pública y la social y privada en un territorio sometido a múltiples tensiones y dinámicas migratorias, como lo es Maldonado, con profundas asimetrías económicas y sociales que generan un paisaje heterogéneo.Este vínculo continuado con la comunidad que comenzó en el año 2006 se mantiene de manera sostenida hasta el presente, con alto impacto social, verificándose permanentemente su factibilidad.
