This article aims to provide a general characterization of the populism of the 4T in Mexico from a global perspective. To achieve this, we draw on Gramsci’s concept of passive revolution to outline a generic characterization of populism as political and social movements that are part of hegemonic projects, which seek to materialize through the seizure of power at specific historical moments.
The current phase of capitalist development is considered as a referential framework, with the neoliberal path as the predominant—though not the only—mode of entrepreneurship adopted by most countries, including Mexico, and its subsequent crisis. These factors are seen as the conditions that have given rise to new forms of international populism and the 4T’s populism, both as attempts to resolve the neoliberal crisis.
After analyzing the 4T as a populist passive revolution that seeks to resolve the crisis of the neoliberal path in Mexico through the transformation of the State in a restricted sense—i.e., without productive-social transformation—it is concluded that the loss of the State’s intellectual, institutional, and financial capacities prevents it from generating the general conditions for an accumulation based on knowledge and the exploitation of the specificities of backwardness to promote social development under current historical conditions. Likewise, the concept of passive revolution must be theoretically developed to fully account for international populisms and that of the 4T in Mexico.

El artículo se propone realizar una caracterización general del populismo de la 4T en México en perspectiva global. Para ello, recurrimos al concepto gramsciano de revolución pasiva para realizar la caracterización genérica del populismo en tanto que movimientos político-sociales que forman parte de proyectos hegemónicos, los cuales buscan realizarse con la toma del poder en determinados momentos históricos. Se considera como marco referencial a la actual fase de desarrollo del capitalismo, la vía neoliberal como forma de emprendimiento predominante -aún cuando no la única- de la fase por la mayor parte de los países -incluido México-, y su crisis; en tanto que condicionantes del surgimiento de los nuevos populismos internacionales y del populismo de la 4T, como intentos de solución de la crisis neoliberal. Después de analizar a la 4T como revolución pasiva populista que intenta dar solución a la crisis de la vía neoliberal en México, por medio de la transformación del Estado en sentido restringido, es decir, sin transformación productiva-social; se concluye que la pérdida de capacidades intelectuales, institucionales y financieras del Estado le impiden generar las condiciones generales de una acumulación basada en el conocimiento y el aprovechamiento de las especificidades del atraso para promover el desarrollo social en las actuales condiciones históricas. Asimismo, el concepto de revolución pasiva debe ser desarrollado teóricamente para dar cuenta plenamente de los populismos internacionales y del de la 4T en México. O artigo tem como objetivo fazer uma caracterização geral do populismo do 4T no México a partir de uma perspectiva global. Para tanto, recorremos ao conceito gramsciano de revolução passiva para realizar a caracterização genérica do populismo como movimentos político-sociais que fazem parte de projetos hegemônicos, que buscam se concretizar por meio da tomada do poder em determinados momentos históricos. Considera-se como marco de referência a fase atual do desenvolvimento do capitalismo, a via neoliberal como forma de empreendedorismo predominante - embora não a única - na fase da maioria dos países - incluindo o México - e sua crise; como condicionantes para o surgimento de novos populismos internacionais e do populismo do 4T, como tentativas de solução da crise neoliberal. Após analisar a 4T como uma revolução passiva populista que tenta resolver a crise da via neoliberal no México, por meio da transformação do Estado em sentido restrito, ou seja, sem transformação produtivo-social; conclui-se que a perda de capacidades intelectuais, institucionais e financeiras do Estado o impede de gerar as condições gerais para uma acumulação baseada no conhecimento e no aproveitamento das especificidades do atraso para promover o desenvolvimento social nas atuais condições históricas.
