On the other hand, the liberal policies applied in the region have produced a marked heterogeneity of the labour force and a deepening of social inequalities which make the prospects more complicated. Garcia Mellid created CIPA in 1938 as a rejection of any essentialist definition of Americanism: CIPA was a referential point to solve some of the dilemmas aroused by the aesthetic avant-garde En Europa occidental, la democracia social responde a una serie de condiciones históricas y políticas que no se encuentran en la América Latina de los años 20. Por otro lado, las políticas liberales aplicadas en la región produjeron una destacada heterogeneidad en las fuerzas laborales y una profundización de las desigualdades sociales que volvían muy complicado cualquier proyecto. Atilio García Mellid crea el CIPA en 1938 como rechazo a cualquier definición esencialista del americanismo. El CIPA era un punto referencial para resolver algunos de los dilemas levantados por las vanguardias estéticas.
