First, it analyzes the problem that gives rise to the Plan, its strategy and the characteristics assumed by its institutionalization process. Second, the article investigates the state capabilities of the Plan, especially considering how the integrality proposed in the formulation becomes operational in the territory. For this purpose, it examines the territorial capability to simultaneously address urban and social problems; a set of integrating tools that include planning, coordination, monitoring and evaluation and the role of territorial teams as promoters of integrality in territory. Third, it analyzes the special features of Abre Plan in Rosario city, highlighting the key attributes of the municipal state capability which facilitated its implementation. Finally, it reflects upon the main challenges of the Plan, recognizing that its sustainability is still an open question. El presente artículo estudia la experiencia del Plan Abre de mejoramiento integral en barrios, implementado por el Gobierno de la Provincia de Santa Fe (Argentina) durante el período 2013-2019, como un caso de estudio relevante en el campo de las políticas sociales urbanas que permite identificar innovaciones, aprendizajes y desafíos. En primer lugar, se analiza el problema que da origen al Plan, su estrategia y las características de su proceso de institucionalización. En segundo lugar, se indaga en las capacidades estatales, considerando especialmente cómo la integralidad propuesta en la formulación se hace operativa en el territorio. Para esto se examina la capacidad territorial para abordar simultáneamente problemáticas urbanas y sociales; un conjunto de herramientas integradoras que incluyen la planificación, la coordinación, el monitoreo y la evaluación y el rol de los equipos territoriales como impulsores de la integralidad en territorio. En tercer lugar, se analizan las particularidades del Plan Abre en la ciudad de Rosario destacando los atributos clave de la capacidad estatal municipal que facilitaron su implementación.
