From the Foucauldian perspective of governmentality, we understand that this specialized segment is an effect of political disputes to define the police as the central locus in the field of (in)security. The work adopts a qualitative methodology and applies critical discourse analysis in a corpus made up of official documents, journalistic sources and interviews with key informants. With these political discourses we identify the security thematization and the police function built around the Community Police, as well as the strategies and techniques that this unit mobilized to intervene in the field of (in)security. We conclude that the creation of this new force can be read as a government program of the Santa Fe’s police, framed in the paradigm of Democratic Security. El presente artículo tiene como objetivo analizar las condiciones políticas que dieron lugar a la emergencia de la Policía Comunitaria en la Provincia de Santa Fe durante el año 2014. Desde la perspectiva foucaultiana de la gubernamentalidad, entendemos que este segmento especializado se conforma como efecto de disputas políticas destinadas a definir la policía en tanto locus central en el campo de gobierno de la (in)seguridad. El trabajo adopta una metodología cualitativa y aplica el análisis crítico del discurso en un corpus constituido a partir de documentos oficiales, fuentes periodísticas y entrevistas a informantes clave. Con estos discursos políticos procuramos identificar la tematización securitaria y la función policial construidas en el devenir de la Policía Comunitaria, como así también, las estrategias y técnicas que dicha unidad pretendió movilizar para intervenir en el campo de la (in)seguridad. Concluimos que la creación de esta nueva fuerza puede ser leída como un programa de gobierno de la Policía de Santa Fe enmarcada en el paradigma de la Seguridad Democrática.
