This work also tries to discover central actors in those networks that can promote the local economy and complimentary relationships between the different types of agents. The information for this study was obtained using semi-structured interviews that were made to the main authorities of the relevant institutions in General Acha and Pigüé. In the case of General Acha, a total of eleven organizations were interviewed while for Pigüé a total of sixteen institutions were considered. The gathered data was processed using social network analysis. As a result of this paper, it is observed that the institutions of General Acha and Pigüé have difficulties to communicate in a satisfactory way. According to the information provided by the interviews, only 35% of the possible communications are present in General Acha, while in Pigüé there are 48% of communications ties. Thus, the density of communications is low in the two cities and there are important structural holes in both networks. These limitations in the processes of exchanging knowledge and information are translated into a poor number of joint projects, only five in General Acha and nineteen in Pigüé. In addition, there are a significant number of entities in each city that argue that they do not develop any collaborative initiative with other organizations. Based on these results, it can be ensured that the impact of the institutional systems on the economic development of both territories is not very significant.

En este artículo se analiza la dinámica del sistema institucional en las ciudades de General Acha (Provincia de la Pampa-Argentina) y Pigüé (Provincia de Buenos Aires-Argentina), tratando de entender cómo estas redes organizacionales pueden apoyar la innovación local y el desarrollo económico. El objetivo principal de esta investigación es conocer el grado y el tipo de comunicación entre las organizaciones en cada ciudad. Este trabajo también trata de descubrir actores centrales en estas redes que pueden promover la economía local y las relaciones complementarias entre los diferentes tipos de agentes. La información para este estudio se obtuvo mediante entrevistas del tipo semi-estructuradas que se realizaron a las principales autoridades de las instituciones relevantes en General Acha y Pigüé. En el caso de General Acha, se entrevistó a un total de once organizaciones, mientras que para Pigüé se consideró un total de dieciséis instituciones. Los datos recopilados se procesaron mediante un software de análisis de redes sociales. Como resultado de esta investigación, se observa que las instituciones de General Acha y Pigüé tienen dificultades para comunicarse de manera satisfactoria. Según la información proporcionada por las entrevistas, solo el 35% de las posibles comunicaciones están presentes en General Acha, mientras que en Pigüé hay un 48% de los lazos de comunicación. Por lo tanto, la densidad de las comunicaciones es baja en las dos ciudades y existen importantes huecos estructurales en ambas redes. Estas limitaciones en los procesos de intercambio de conocimiento e información se traducen en un escaso número de proyectos conjuntos, solo cinco en General Acha y diecinueve en Pigüé. Además, hay un número significativo de entidades en cada ciudad que argumentan que no desarrollan ninguna iniciativa de colaboración con otras organizaciones. Con base en estos resultados, se puede asegurar que el impacto de los sistemas institucionales en el desarrollo económico de ambos territorios no es muy significativo.
