Based on the gender mainstreaming policies implemented in three innovative cities within their national contexts, this article asks to what extent the trajectories approached the so-called "transformative model." This model supposes the development of robust bureaucratic capacities vis-a-vis an active citizen participation. The three cases offered favorable conditions for the enunciation and implementation of the model. However, only one of the trajectories studied (represented by Montevideo) approached the standard, and it did so by means of an explicit political construction and a critical exercise. It took over a decade and half to achieve such design. By contrast, Rosario embodies a quasi-bureaucratic trajectory, and Morón one of women’s empowerment. This finding is consistent with the demanding nature of gender mainstreaming and shows that this strategy is highly sensitive to obstacles related to the State capacities and from the links between the State and society, which exceeds governments’ political will and programmatic orientation. A partir de las políticas de mainstreaming de género implementadas en tres ciudades que fueron innovadoras en sus contextos nacionales, este artículo se interroga en qué medida las trayectorias de las políticas públicas se acercaron al denominado “modelo transformador”. Este modelo supone el desarrollo simultáneo de capacidades burocráticas robustas para la gestión de la política y una activa participación ciudadana. Aunque los tres casos ofrecían condiciones favorables para la enunciación e implantación del modelo, solamente una de las trayectorias estudiadas (la de Montevideo) se aproximó al estándar, mediante una construcción explícita y un ejercicio crítico para alcanzar dicho diseño a lo largo de una década y media. Rosario mostró una trayectoria donde se consolidan, aunque débilmente, algunas herramientas de gestión, con mayor énfasis en la dimensión burocrática que en la participativa de la estrategia de mainstraming. Morón desarrolló una estrategia de mainstreaming centrada en la participación social y en el empoderamiento de las mujeres. Estos hallazgos muestran el carácter exigente del mainstreaming de género que, más allá de sus enunciados, es una política de compleja implementación. La estrategia de mainstreaming es altamente sensible a obstáculos provenientes de las capacidades del Estado o de los vínculos entre el Estado y la sociedad, más allá de la voluntad política o de la orientación programática de los gobiernos.
