Considering this dialectic reality that points out the gravity and urgency of global risks, States are also forced to face a critical issue: Is a power structure relevant if it is unable to guarantee by itself the safety of those who compose it? What political system, or global policy, could in the short term overcome the complications and challenges of this globalized modernity?
