The urban action incorporated the dominant, middle and popular sectors in the war dynamic, which generated uncertainly between population and mistrust towards the government and its capacity to defend peruvian society. The Huallaga front, on the other hand, provided senderist guerrilla materials resources, proceding from narcotraffic in order to applied in other country regions and to increase its militar capacity. Both factors created the feeling of an imminent triumph; but they also contributed to the internal disorder, non legitimation facing population and place senderist direction in a weak position.
