It is held as hypothesis that, in this frame, the JOC acquired special relevancy as an alternative proposal of the Church to be inserted into disputes over unión leadership model. The Church offered across the JOC a model of working catholic leader, under the values of productivity, conciliation of classes and opposition to the strikes as method of protest.
