The focus of the analysis is the attempt to begin to structure, from the Ministry of Agriculture, Land Reform whose destination is the limit on a bill that is not even the subject of legislative debate. There are several factors that contribute to this result, but there are two processes which, in our opinion, prevent the realization of the so-called Land Law: confrontation certainly derived from large corporations owners, but also divisions within the government Peronist affecting severe climate of political and social conflict which in turn leads to a process of weakening of state capacities. El propósito del artículo es el análisis de la política agraria del peronismo en torno a la propiedad y tenencia de la tierra durante la década de 1970, particularmente en los primeros años de gobierno. El eje del análisis es el intento por comenzar a estructurar, desde la Secretaría de Agricultura y Ganadería, una Reforma Agraria cuyo destino encuentra el límite en un anteproyecto de ley que ni siquiera es objeto de discusión legislativa. Varios son los factores que coadyuvan a este resultado, pero son dos los procesos que, a nuestro criterio, impiden la concreción de la denominada Ley Agraria: ciertamente la confrontación que deriva de las corporaciones de grandes propietarios, pero también las divisiones al interior del gobierno peronista que inciden en un grave clima de conflictividad política y social que a su vez deriva en un proceso de debilitamiento de las capacidades estatales.
