By recovering the historical perspective, we aimto replenishing the organizational sediments of the territory andrereading them in light of the current power disputes in the villa.e working hypothesis takes up the existing evidence about thetransformations in popular politics brought by the emergenceof social assistance plans to alleviate poverty, strongly expandedduring the 1990s. It also adds urbanization as another modeof state intervention in villas. In this double intervention, someexplanations for the current conditions of collective action inneighborhoods -mired in structural poverty- can be found. El presente escrito se dedica a analizar lasintervenciones urbanas acontecidas durante el siglo XXI y suvinculación con la trama política en la villa La Cava (Beccar,partido de San Isidro), recuperando la perspectiva histórica, conel propósito de reponer los sedimentos organizativos del territorioy releerlos a luz de las actuales disputas de poder ancladas en lavilla. La hipótesis que orienta al análisis se apoya en la evidenciaexistente acerca de las transformaciones en la política popularque acarreó la emergencia de los planes sociales para paliar lapobreza, fuertemente ampliados durante la década de 1990, yacopla las urbanizaciones, otro modo de intervención estatal envillas, entendiendo que en ese doble dispositivo de intervenciónse pueden encontrar explicaciones a las condiciones actuales delhacer colectivo en barrios sumidos en la pobreza estructural.
