The option of incorporating these minors into the productive circuit was reflected in two projects that would give rise to the first arts and crafts schools in Córdoba. In a context marked by the absence of the state in the resolution of social imbalances, the achievement of this task saw the convergence of the action of civil associations with a strong religious stamp and the reactive policies of a liberal state that appealed to charity and private welfare to neutralize the unwanted costs of modernization. El problema de la minoridad, como uno de los aspectos más visibles de la cuestión social de comienzos del siglo XX, reclamó modos de intervención que permitieran atender a la gran cantidad de niños y jóvenes que se hallaban fuera de los parámetros de contención familiar y escolar. La opción de incorporar a esos menores al circuito productivo se plasmó en dos proyectos que darían origen a las primeras escuelas de artes y oficios en Córdoba. En un contexto marcado por la ausencia estatal en la resolución de los desajustes sociales, la consecución de dicha tarea vio confluir la acción de las asociaciones civiles de fuerte impronta religiosa y las políticas reactivas de un Estado liberal que apeló a la caridad y la beneficencia privada para neutralizar los costos no deseados de la modernización. O problema da minoridade, como um dos aspectos mais visíveis da questão social no início do século XX, exigia métodos de intervenção que permitissem atender ao grande número de crianças e jovens que estavam fora dos parâmetros da família e da escola suporte. .
