I present an ethnographic study of the debates on the national Indigenous Community Property bill between a group of indigenous peoples and officials of the National Institute of Indigenous Affairs in 2015. I identified three situations: exchanges for state requirements to define PCI; management of the times of referents of native peoples, questioning the institutional ones; and the alliances woven by them to achieve their parliamentary state. I conclude that public policies constitute networks of power, rationalities and polysemic social actions with tensions between institutionalized state channels and the practices of different actors. There, legitimations are disputed at the discursive-symbolic level, through state technicalities that restrict the original agency, and in the negotiations between original peoples and state-political actors. These praxis make visible a non-essentialized indigenous agency with conditions: its times, different from the bureaucratic-state ones, the consultation, its political capacity for maneuver and positions before broad political debates such as the definition of country models. Este artículo analiza la elaboración de políticas públicas participativas indigenistas mediante dos variables: los lenguajes y requisitos estatales -registros escritos y de temporalidad- con efectos de tecnicismo y neutralidad; y las praxis políticas y manejo de recursos de actores como son pueblos originarios. Presento un trabajo etnográfico de los debates del anteproyecto de ley de Propiedad Comunitaria Indígena nacional entre un colectivo de pueblos originarios y funcionarios del Instituto Nacional de Asuntos Indígenas en 2015. Identifiqué tres situaciones: intercambios por los requisitos estatales para definir la PCI; gestión de los tiempos de referentes de pueblos originarios, interpelando a los institucionales; y las alianzas tejidas por éstos para alcanzar su estado parlamentario. Concluyo que las políticas públicas constituyen entramados de poder, racionalidades y acciones sociales polisémicas con tensiones entre los canales estatales institucionalizados y las prácticas de distintos actores. Allí se disputan legitimaciones en el plano discursivo-simbólico, mediante tecnicismos estatales que restringen la agencia originaria, y en las negociaciones entre pueblos originarios y actores estatales-políticos. Dichas praxis visibilizan una agencia indígena no esencializada con condiciones: sus tiempos, distintos a los burocráticos-estatales, la consulta, su capacidad política de maniobra y posicionamientos ante debates políticos amplios como la definición de modelos de país.
