Based on some of the work of theorists of democracy and "developmentalism", including S. Lipset, the article questions the capacity of traditionally used criteria of democracy to account, intellectually and empirically, for social and political change. By testing the classification criteria and methodology of certain democracy indices, it explores the heuristic and even methodological relevance of the concept of legitimacy, a blind spot in the literature on political development in Sub-Saharan Africa. The article is situated at the intersection of normative analysis (dynamics of legitimacy and just authority viewed from the point of view of what is accepted) and positive analysis of democracy in a transition context. Specifically, it examines how best to measure the effects and impacts of power, while also looking at the values and norms that should prevail in assessing structural transformations in Africa and the conditions that should be taken into account in selecting countries deemed "politically like-minded." |

Lipset, el artículo se pregunta por qué algunos países son más pobres que antes de embarcarse en procesos de transición democrática. Cuestiona la capacidad de los criterios de democracia tradicionalmente utilizados para dar cuenta, intelectual y empíricamente, del cambio social y político. Al poner a prueba los criterios de clasificación y la metodología de ciertos índices de democracia, explora la pertinencia heurística e incluso metodológica del concepto de legitimidad, un punto ciego en la literatura sobre el desarrollo político en el África subsahariana. À partir de quelques travaux de théoriciens de la démocratie et du « développementalisme », dont S. Lipset, l’article questionne la capacité des critères de démocratie traditionnellement utilisés à rendre compte, intellectuellement et empiriquement, du changement social et politique. En mettant à l’épreuve les critères de classification et la méthodologie de certains indices de démocratie, il explore la pertinence heuristique voire méthodologique du concept de légitimité, angle mort de la littérature consacrée au développement politique en Afrique sub-saharienne. L’article se situe au croisement de l’analyse normative (dynamiques de légitimité et d’autorité juste regardées du point de vue de ce qui est accepté) et de l’analyse positive de la démocratie en contexte de transition.
