Homelessness Problematic Consumption Emerging Devices Care Practices This paper analyzes the experience of the “Un lugar parador mir” (A Shelter) program, implemented by the Secretariat of Emergencies and Risk Management of the Province of Neuquén, designed to provide shelter and comprehensive support to people experiencing homelessness. Based on this experience, the paper proposes to address problematic substance use and homelessness from an ethical perspective of care, understanding care not only as assistance, but as a relational, situated, and political practice that allows for the restoration of dignity, empowers individuals to speak out, and rebuilds social bonds. The program is configured as a space for anchoring and opening up to care, supporting unique strategies of accompaniment and listening from a comprehensive, intersectoral perspective, with a focus on harm reduction. From a qualitative, descriptive-interpretive methodological approach, the work is oriented towards the systematization of a community-based intervention experience. It analyzes the limits and tensions of care, presence as a clinical act, and the relevance of practices that recognize the autonomy of individuals and promote social connection. The continuity of these types of devices is fundamental within the framework of public policies in the face of contexts of increasing vulnerability. El presente trabajo analiza la experiencia del dispositivo “Un lugar parador mir”, impulsado por la Secretaría de Emergencias y Gestión de Riesgos de la Provincia del Neuquén, destinado a brindar refugio y acompañamiento integral a personas en situación de calle. A partir de esta experiencia, se propone abordar los consumos problemáticos y la situación de calle desde una perspectiva ética del cuidado, entendiendo a ésta no sólo como asistencia, sino como una práctica relacional, situada y política que permite restituir la dignidad, habilitar la palabra y reconstruir lazos sociales. El dispositivo se configura como un espacio de anclaje y de apertura a los cuidados, sosteniendo estrategias singulares de acompañamiento y escucha desde una perspectiva integral, intersectorial y con un enfoque de reducción de riesgos y daños. Desde un enfoque metodológico cualitativo, descriptivo - interpretativo, el trabajo se orienta a la sistematización de una experiencia de intervención territorial. Se analizan los límites y tensiones del cuidado, la presencia como acto clínico y la relevancia de prácticas que reconozcan la autonomía de los sujetos y promuevan el lazo social. La continuidad de ese tipo de dispositivos resultan fundamentales en el marco de políticas públicas frente a contextos de creciente vulnerabilidad. Universidad Nacional de Rosario.
