On the one hand, the various social sciences have proclaimed the definitive crisis of the anthropological concept of culture, understood as the set of practices, beliefs and meanings that provide coherence to a social group. On the other hand, in the field of public policies, the discourses that state the need for an economic valuation of culture are also separated from this particular vision that have given value to an infinity of collective expressions. In this context, in which the need to integrate culture into the market is being widely articulated, it is worth asking: What is the place of intangible cultural heritage policies and their language anchored to tradition and identities? What margin of action do these policies, eminently culturalist, have in times where the notions and uses of culture have surpassed their classical senses? Framed in the question about the trajectory of cultural policies, this article intends to reflect on Colombia and show how a public bet was carried out in the formulation and in the first years of the implementation of the Policy for Safeguarding Intangible Cultural Heritage, which managed to question the actions of the State and the cultural sector from an explicitly culturalist reference framework. Aunque no se trata de un tema nuevo, los debates sobre el concepto de cultura parecen seguir vigentes. De un lado, las ciencias sociales han proclamado la crisis definitiva del concepto antropológico de cultura, entendido como el conjunto de prácticas, creencias y significados que dan coherencia a un grupo social. De otro lado, en el campo de las políticas públicas, los discursos que postulan la necesidad de una valoración económica de la cultura también se separan de dicha visión que le daba un valor per se a una infinidad de expresiones colectivas. En este contexto en que la necesidad de integrar la cultura al mercado está siendo ampliamente enunciada, cabe preguntarse ¿Cuál es el lugar que ocupan las políticas de patrimonio cultural inmaterial y su lenguaje anclado a la tradición y a las identidades? ¿Qué margen de acción tienen estas políticas, eminentemente culturalistas, en tiempos en donde las nociones y usos de la cultura han sobrepasado sus sentidos clásicos? Enmarcado en la pregunta por la trayectoria de las políticas culturales, este artículo se propone reflexionar sobre el caso de Colombia y mostrar cómo, en la formulación y en los primeros años de la implementación de la Política para la Salvaguardia del Patrimonio Cultural Inmaterial, se dio lugar a una apuesta pública que logró cuestionar el accionar del Estado y del sector cultural desde un marco de referencia explícitamente culturalista.
