When the executive power is reinforced, the parliament loses power and the capacity to control. We are talking about a true governmental practice called democratic decisiveness. Indeed, it is a mode of government without the central support of the Parliament, as it has resigned attributions in certain matters through the legislative delegation. The question that triggers and thrills the content of the article is whether government can be exercised without democratic decisiveness. The uninterrupted extension of this emergency situation is of structural character. This reflects a change in the power basis. Thus, the permanent emergency- support to the democratic decisiveness- rules the most varied topics of collective life. The democratic decisiveness matrix is not explained, thus, the structural connection of the three powers of the State is missing. The democratic decisiveness is a combination of the Government of men, of the diminished government of the State of rights and the lack of controlling power. Desde 1989 la democracia argentina no pudo prescindir del ejercicio de los poderes excepcionales y se alejó de aquella concepción que proclama la separación de poderes y los controles mutuos, que examina las posibles arbitrariedades de los gobiernos de turno. Cuando se refuerza al ejecutivo, el parlamento pierde poder y capacidad de control. Se trata de una verdadera práctica de gobierno denominada decisionismo democrático. En los hechos, es un medio para gobernar sin el respaldo central del Parlamento, que ya ha resignado atribuciones en determinadas materias mediante la delegación legislativa. El interrogante que conmueve y que atraviesa el contenido del artículo es saber si en la Argentina se puede gobernar sin acudir al decisionismo democrático. La prórroga ininterrumpida de la situación de emergencia la enviste de un carácter estructural, lo que refleja un cambio en la base del poder. En consecuencia, la emergencia permanente –soporte del decisionismo democrático- domina los asuntos más variados de la vida colectiva. La matriz del decisionismo democrático no se explica, entonces, sin la conexión estructural de los tres poderes del Estado. La práctica del decisionismo democrático exige una combinación del gobierno de los hombres, del gobierno atenuado del Estado de derecho y de la ausencia de poder de contralor.
