With this, it seeks to establish analytical guidelines that allow us to think about the device through which to facilitate a systemic restructuring that does not harm the lower-ranking states. It is proposed to analyze the potentialities of Parliamentary Diplomacy, particularly linked to the legitimacy of origin that deputies have, and their capacity or ability to link their action to their electoral base and their expectations. El presente trabajo aborda la actual crisis del Sistema Internacional en perspectiva histórica y busca establecer algunos lineamientos analíticos que permitan acercarnos a pensar los mecanismos por los cuales facilitar una reestructuración sistémica que no vulnere los actores de menor rango.
