This exceeds the simple dynamic of a bilateral relationship. We consider it linked to the fact that we are in a state of transition and consolidation of a new hegemonic power during the 21st century at the international level. We are going to use Giovanni Arrighi’s concept of systematic cicles of accumulation to analyze it.
