description From a proposal of recursion and a non-totalizing view of the State, we observe how the transformation from one program to another allows us to understand similarities and differences between dominant paradigms, social policy approaches, institutional transformations, the role of the actors, and ultimately, peculiarities of the State. In this framework, we propose to analyze the debates and processes from Argentina Works - Social Income with Work Program (AT - PRIST) to We Make Future, elaborating an analytical proposal of periodization from a diachronic perspective.A qualitative methodology was used where for the elaboration of the stages we reconstructed the academic background, analyzed regulations, made requests for information to the Ministry of Social Development and semi-structured interviews. The contribution lies in the construction of a periodization and conceptualization of social policy that transcends government efforts spanning nine years. The stages correspond two to the management of the FPV and two to the Alianza Cambiemos. They are: a. Territorial start and deployment (2009-2012), b. Consolidation (2012-2015), c. Transition (2016 -2017), d. Transformation (2018). The conception of social policy in each of them we categorize in: a. supervised cooperativism; b. socio-productivity; c. (de) collectivization; d. meritocratic.
