description The aim of this article is to analyze state and municipal re-qualification policies around the Historical Center (ZCH) of Guanajuato’s city. In order to compensate the lack of large-scale works, since 1990 these practices have been reinforced by land restructuring programs, at the whim of private investors, who recycle old buildings turning them into personalized centralities. These strategies promote urban fragmentation and social exclusion in neighborhoods, at the expenseof urban image and social cohesion; both aspects that are discussed here.The state of the art is used on key notions. Then, a critical balance is presented on urban policies and projects carried out in the ZCH; In addition, the effects of the investment for the purposes described are examined. Finally, recycled buildings in the ZCH are identified through ethnographic observation of the groups that are being prejudiced by these policies.In conclusion requalification is a failed strategy, especially in relation to deterioration of socioeconomic and cultural process which are being sacrificed for the benefit of private capital
