Internationalization was first mentioned explicitly in the 2008 CRES and 2009 CMES, and subsequently, it gained more attention, and relevance, and became a topic of debate in future Conferences. Regionalization was already emphasized in the first CRES in 1996 and subsequent Conferences, which were connected to the idea of regional integration. Both concepts are interdependent and have an overlapping nature, and there can be no internationalization without regionalization. Finally, both trends should be followed by endeavors to ensure the quality and accessibility of higher education, as well as proposals for the internationalization and regionalization of institutions for the public and social good.

Finally, both trends should be followed by endeavors to ensure the quality and accessibility of higher education, as well as proposals for the internationalization and regionalization of institutions for the public and social good.  El objetivo del artículo es identificar y analizar cómo la internacionalización y la regionalización fueron incluidas y ganaron protagonismo en las Conferencias Regionales y Mundiales sobre Educación Superior (CRES, CMES) promovidas por la UNESCO. Se realizó una investigación cualitativa a partir del análisis de documentos de las Conferencias: Declaraciones Finales, Resúmenes Ejecutivos y Planes de Acción. La internacionalización comienza a ser mencionada explícitamente en la CRES 2008 y CMES 2009, recibiendo mayor atención, relevancia y debate en Conferencias posteriores. La regionalización ya ha sido destacada en la primera CRES de 1996 y en Conferencias posteriores vinculadas a la idea de integración regional. Ambos conceptos son complementarios y se superponen, no hay internacionalización sin regionalización. Finalmente, es crucial que ambas tendencias sean seguidas por esfuerzos para garantizar la calidad y accesibilidad de la educación superior, así como propuestas para la internacionalización y regionalización de las instituciones como un bien público y social. O objetivo do artigo é identificar e analisar de que modo a internacionalização e a regionalização foram incorporadas e ganharam destaques nas Conferências Regionais e Mundiais de Educação Superior (CRES, CMES) promovidas pela UNESCO. A pesquisa de caráter qualitativa foi realizada a partir da análise de documentos das Conferências: Declarações Finais, Resumos Executivos e Planos de Ação. A internacionalização começa a ser citada explicitamente na CRES de 2008 e na CMES de 2009, recebendo mais atenção, relevância e debate nas Conferências posteriores. A regionalização, tem destaque já na primeira CRES em 1996 e nas Conferências posteriores vinculada a ideia de integração regional. Ambos os conceitos são complementares e se transpassam, não há internacionalização sem regionalização. Por fim, é crucial que ambas as tendências sejam seguidas de esforços para garantir a qualidade e acessibilidade da ES, bem como de propostas de internacionalização e regionalização das instituições como bem público e social.
