Since their beginnings in the mid-1980s, graduate programs in Bolivian public universities have had a more formative and professionalizing approach rather than a research orientation, with the exception of a few programs supported by international university cooperation, labeled as “scientific graduate programs”. However, a handful of those programs have been subject to evaluation, whose understanding could provide significant clues for structuring similar programs, or for the innovation of traditional graduate programs aimed mostly at content delivery. Focusing on the evaluation of six scientific graduate programs supported by international cooperation in a Bolivian public university, this article aims to analyze the instruments, the process, and the results of the evaluation of these programs. To achieve this objective, a methodology of documentary review and interviews of key actors involved is used. We argue that the evaluation of these programs is part of an attempt to innovate the graduate level of training, promoted by an alliance of local and international actors, but that they do not succeed in rooting this practice in the local academic graduate culture. The results suggest that the evaluation instruments were an incomplete adaptation of instruments designed for other academic contexts, that the process responds more to administrative requirements of the funding agency, and the results did not have the impact of transforming the local graduate culture. Considering that the evaluation of graduate programs is an emerging field of study, we conclude calling for further research on this subject matter, by considering similar evaluation experiences. |

Desde sus inicios a mediados de la década de 1980, los posgrados en las universidades públicas bolivianas han tenido una orientación más formativa y profesionalizante que investigativa, con la excepción de algunos posgrados científicos apoyados por la cooperación internacional. Sin embargo, pocos posgrados científicos han sido objeto de evaluación, cuya comprensión podría brindar indicios importantes para la estructuración de programas similares, o la innovación de los programas de posgrado tradicionales con fuerte orientación formativa. Centrado en la evaluación de seis posgrados científicos apoyados por la cooperación internacional en una universidad pública boliviana, este artículo tiene el objetivo de analizar los instrumentos, el proceso, y los resultados de la evaluación de estos programas. Para responder a este objetivo se hace uso de una metodología de revisión documental y entrevistas de algunos actores involucrados. Se plantea el argumento que la evaluación de estos programas es parte de intentos de innovación del nivel de posgrado, promovidos por una alianza de actores locales e internacionales, pero que no logran enraizar esta práctica en la cultura local de posgrado. Los resultados sugieren que los instrumentos de evaluación fueron una adaptación incompleta de instrumentos diseñados para otros contextos académicos, que el proceso responde más a requerimientos administrativos de los financiadores, y que los resultados no tuvieron el impacto de transformar la cultura local del posgrado. Considerando que la evaluación de los posgrados es un campo de estudios emergente, se concluye con un llamado a profundizar esta temática considerando casos similares. Desde seu início, em meados da década de 1980, os programas de pós-graduação das universidades públicas bolivianas têm tido uma orientação mais formativa e profissionalizante do que de pesquisa, com exceção de alguns programas de pós-graduação científica apoiados pela cooperação internacional. Entretanto, poucos programas de pós-graduação científica foram submetidos à avaliação, cuja compreensão poderia fornecer pistas importantes para a estruturação de programas semelhantes ou para a inovação de programas de pós-graduação tradicionais com forte orientação formativa. Com foco na avaliação de seis programas de pós-graduação científica apoiados pela cooperação internacional em uma universidade pública boliviana, este artigo tem como objetivo analisar os instrumentos, o processo e os resultados da avaliação desses programas. Para responder a esse objetivo, é utilizada uma metodologia de revisão documental e entrevistas com alguns dos atores envolvidos. Argumenta-se que a avaliação desses programas faz parte das tentativas de inovar o nível de pós-graduação, promovidas por uma aliança de atores locais e internacionais, mas que essa prática não está enraizada na cultura local de pós-graduação. Os resultados sugerem que os instrumentos de avaliação foram uma adaptação incompleta de instrumentos criados para outros contextos acadêmicos, que o processo responde mais às exigências administrativas dos financiadores e que os resultados não tiveram o impacto de transformar a cultura local de pós-graduação.
