This paper aims to provide a comparative view of democratization policies for higher education in the countries that make up MERCOSUR, with a special focus on the question of admission to the university level. The debates between unrestricted entry and restricted entry (with or without quotas) have been in the region for several years and the discussion is still open. The objective of this article is to analyze the university admission policies that are developed in the countries that make up MERCOSUR, giving an account of the forms of regulation of university admission and the complementary policies that are deployed at the national level to support the trajectories of students. entrants. The methodology that has been followed was based on documentary analysis and a comparative perspective. Some trends that question the Right to Higher Education in the MERCOSUR countries are presented in the discussions and conclusions: the effects of mass access to the university, the growth in the number of higher-level institutions and the effectiveness of both policies of "positive discrimination" as well as the compensatory policies of economic inequalities that are deployed to care for student trajectories.

Si bien la cuestión del Derecho a la Educación Superior se ha tratado y plasmado tanto en las declaraciones de la Conferencia Regional de Educación Superior como en las Conferencias Mundiales de Educación Superior, todavía queda mucho por hacer en la región. Este trabajo pretende aportar una mirada comparada de las políticas de democratización para la educación superior en los países que componen el MERCOSUR, con un especial foco en la cuestión del ingreso al nivel universitario. Los debates entre ingreso irrestricto o restringido (con o sin cupos) llevan varias décadas en la región y la discusión sigue abierta. El objetivo de este artículo es analizar las políticas de ingreso a la universidad que desarrollan en los países que conforman el MERCOSUR, dando cuenta de las formas de regulación del ingreso universitario y las políticas complementarias que se despliegan a nivel nacional para apoyar las trayectorias de los ingresantes. La metodología que se ha seguido se basó en análisis documental y en una perspectiva comparada. Se presentan en las discusiones y conclusiones algunas tendencias que interpelan al Derecho a la Educación Superior en los países del MERCOSUR: los efectos de la masificación del acceso a la universidad, el crecimiento del número de instituciones de nivel superior y la efectividad tanto de las políticas de “discriminación positiva” como de las políticas compensatorias de desigualdades económicas que se despliegan para el cuidado de las trayectorias estudiantiles. Este artigo tem como objetivo oferecer uma visão comparada das políticas de democratização da educação superior nos países que compõem o MERCOSUL, com foco especial na questão do ingresso no nível universitário. Os debates entre entrada irrestrita e entrada restrita (com ou sem cotas) estão na região há vários anos e a discussão ainda está aberta. O objetivo deste artigo é analisar as políticas de ingresso universitário que se desenvolvem nos países que compõem o MERCOSUL, dando conta das formas de regulação do ingresso universitário e das políticas complementares que se desdobram em nível nacional para apoiar as trajetórias de alunos. A metodologia seguida baseou-se na análise documental e numa perspectiva comparativa.
