The article seeks to understand the democratization process of the internationalization of higher education and the possible contributions of the III Regional Conference on Higher Education for Latin America and the Caribbean (CRES, 2018) in this process. Therefore, authors from different areas of knowledge are presented as relevant interlocutors to discuss the interconnection between the concepts of democratization and internationalization of higher education. For the methodology, bibliographical research was used to analyze reference works on the research themes in the first part of the article. As in the second part of the article, document research was carried out through the CRES 2018 Declaration and Action Plan content analysis. The results indicate that the CRES 2018 Declaration and Action Plan outlined an interesting path to discuss the internationalization of higher education, mainly through the promotion of government public policies that foster equal opportunities; the positioning of diversity as representative of the interculturality of the Latin American and Caribbean region; the support of a solidary and horizontal regional integration and university social responsibility as a form of transformation and emancipation of peoples. |

El artículo busca comprender el proceso de democratización de la internacionalización de la educación superior y los posibles aportes de la III Conferencia Regional de Educación Superior para América Latina y el Caribe (CRES 2018) en este proceso. Para ello, autores de diversas áreas de conocimiento se presentan como interlocutores relevantes para discutir los conceptos de democratización e internacionalización de la educación superior y su vinculación. Como metodología, en la primera parte del texto se utilizó la investigación bibliográfica a partir del análisis de obras de referencia sobre los temas de investigación; mientras que en la segunda parte se realizó una investigación documental a través del análisis de contenido de la Declaración y el Plan de Acción de la CRES 2018. Los resultados indican que la Declaración y el Plan de Acción CRES 2018 delinearon un camino interesante para discutir la democratización de la internacionalización de la educación superior, principalmente a través de la promoción de políticas públicas gubernamentales que promuevan la igualdad de oportunidades; el posicionamiento de la diversidad representativa de la interculturalidad que caracteriza a la región latinoamericana y caribeña; la integración regional solidaria y horizontal; y la responsabilidad social universitaria como forma de transformación y liberación de los pueblos. O artigo busca compreender o processo de democratização da internacionalização da Educação Superior e as possíveis contribuições da III Conferência Regional de Educação Superior para América Latina e Caribe (CRES 2018) neste processo. Para tanto, autores de diversas áreas do conhecimento são apresentados como interlocutores relevantes para discutir os conceitos de democratização e internacionalização da Educação Superior e a sua vinculação. Como metodologia, na primeira parte do texto foi utilizada a pesquisa bibliográfica a partir da análise de obras de referência sobre as temáticas da pesquisa; enquanto na segunda parte realizou-se uma pesquisa documental através da análise de conteúdo da Declaração e do Plano de Ação da CRES 2018. Os resultados apontam que a Declaração e o Plano de Ação da CRES 2018 traçaram um caminho interessante para discutir a democratização da internacionalização da Educação Superior, principalmente através da promoção de políticas públicas governamentais que fomentem a igualdade de oportunidades, o posicionamento da diversidade como representação da interculturalidade característica da região latino-americana e caribenha, a integração regional solidária e horizontal e a responsabilidade social universitária como forma de transformação e libertação dos povos.
