The findings allow the identification of a national policy based on an advanced regulatory framework and relevant financing of public funds, with diverse programmatic actions. Beyond the achievements in the production of housing solutions, the development of primary infrastructure, interventions on elements of the housing market and, even, the recognition of the target subjects, there are also weaknesses and omissions that have to do with their management and implementation. That is, a short life of the policies, of correspondence in relation to the structure of the housing deficit, of integrality of the responses and urban integration, which point to the ignorance of the qualification of the built environment of the cities. The importance of this work lies in the interdisciplinary articulation of knowledge presenting an alternative approach to analysis of public policies, integrating axes of analysis that are not commonly addressed in the existing bibliographies, and where the perspective of those who participated in the policies, the public housing managers, as an advancement of knowledge.   Este artículo aborda desde un enfoque analítico interpretativo con propósito comprensivo, las políticas de vivienda promovidas en Venezuela por el gobierno nacional, en el período 1999-2013. Los hallazgos permiten identificar una política nacional con base a un marco normativo avanzado y financiamiento relevante de fondos públicos, con acciones programáticas diversas. Más allá de los logros en producción de soluciones habitacionales, el desarrollo de infraestructura primaria, de intervenciones sobre elementos del mercado de la vivienda e, inclusive, de reconocimiento de los sujetos destinatarios, también, se advierte de debilidades y omisiones que tienen que ver a la gestión y la implementación de las mismas. Esto es, corta vida de las políticas, de correspondencia en relación con la estructura del déficit habitacional, de integralidad de las respuestas e integración urbana, que apuntan al desconocimiento de la cualificación del entorno construido de las ciudades. La importancia de este trabajo radica en la articulación interdisciplinar de saberes presentando un enfoque de análisis de políticas públicas alternativo, integrando ejes de análisis que comúnmente no son abordados en las bibliografías existentes, y donde se releva la perspectiva de quienes participaron de las políticas, los gestores públicos habitacionales, como avance del conocimiento.
