It is not easy for institutions, or for people, to adapt to new realities, but if it is not achieved quickly, higher and higher social costs will be paid. It is our task as a society, through the rulers, to organize our productive apparatus in «new regions», which give the possibility of strategic planning, to face this emerging world economic reality with superior possibilities of success. El nacimiento de una economía en donde se multiplican los intercambios internacionales y extra-comarcales, la configuración espacial actual deja de ser funcional, y nace una presión a favor de una redistribución de los poderes de decisión en beneficio de organizaciones territoriales «mayores». No resulta fácil para las instituciones, ni para las personas, adecuarse a nuevas realidades, pero si no se logra hacerlo con rapidez se pagarán costos sociales cada vez más elevados. Es nuestra tarea como sociedad, a través de los gobernantes, organizar nuestro aparato productivo en «nuevas regiones», que den la posibilidad de una planificación estratégica, para enfrentar con superiores posibilidades de éxito esta nueva realidad económica mundial emergente.
