The proposed analysis is based on the concepts of bureaucracy and clientelism, where a theoretical-conceptual approach is carried out, whose purpose is to propose and / or propose a concept of clientelist bureaucracy. Subsequently, the five Salom works are used, where a series of fragments is extracted that exemplifies the clientelist bureaucracy, contrasted with studies on clientelism in Colombia. In this way some logics of functioning of the clientele bureaucracy are identified, which for this period are not understandable without a partisan affiliation. In addition, the work is presented as a means of historical reconstruction of a process that has not been specially documented from the public administrative logics. El presente trabajo es una caracterización del Estado clientelar burocrático de la primera mitad del siglo XX en Colombia, usando la obra literaria del escritor bogotano Álvaro Salom Becerra, quien mediante sus novelas permite reconstruir los modus operandi de la burocracia colombiana para una parte del siglo XX. El análisis planteado, se apoya en los conceptos de burocracia y clientelismo, donde se realiza una aproximación teórico-conceptual, que tiene como propósito plantear u/o proponer un concepto de burocracia clientelar. Posteriormente, se utiliza las cinco obras de Salom, donde se extrae una serie de fragmentos que ejemplariza la burocracia clientelar, contrastado con estudios sobre clientelismo en Colombia. De esta manera se identifican unas lógicas de funcionamiento de la burocracia clientelar, que para este periodo no son comprensibles sin una filiación partidista. Además, el trabajo se presenta como un medio de reconstrucción histórica de un proceso que no ha sido especialmente documentado desde las lógicas administrativas públicas.
