A public policy approach to the rational and efficient use of energy is essential to extend the energy transition that will allow us to move towards a sustainable humanity. The Dilemma of Energy Duality raises controversies regarding the genuine effectiveness of an Energy Efficiency Program and the real specific possibilities of energy saving. The analysis of homothetic functions allows establishing an energy saving function and as a complement, a possible energy dissaving function associated.  However, the dynamics of energy duality and its effects on energy saving levels and greenhouse gas emissions do not follow a linear behavior and its impact is conditioned by the elasticity of energy duality. From this perspective, the mechanisms of Game of Theory provide us with the possibility of approaching energy duality in a context of collective energy reciprocity. Conclusions show that the effectiveness in the design stage, implementation and control of an energy efficiency program is decisive in maximizing the expected energy performance. Hace siglos las actividades antropogénicas de los sectores industriales se encuentran incrementando los niveles de calentamiento global del planeta tierra. Un enfoque de políticas públicas sobre el uso racional y eficiente de la energía, es fundamental para extender la transición energética que permitirá avanzar hacia una humanidad sostenible. El Dilema de la Dualidad Energética, plantea las controversias en torno a la efectividad genuina de un Programa de Eficiencia Energética, y a las posibilidades concretas de ahorro energético. El análisis de funciones homotéticas, permite establecer una función de ahorro energético, y por complementariedad, una posible función de desahorro energético asociada. No obstante, la dinámica de la dualidad energética y sus efectos sobre los niveles de ahorro energético y las emisiones de gases de efecto invernadero, no siguen un comportamiento lineal y su impacto se encuentra condicionado por la elasticidad de la dualidad energética. Desde esta perspectiva, los mecanismos de la Teoría de Juegos brindan la posibilidad de aproximarse a la dualidad energética en un contexto de reciprocidad energética colectiva. Las conclusiones demuestran, que la efectividad en la etapa de diseño, implementación y control de un programa de eficiencia energética es determinante de la maximización del rendimiento energético esperado.
