This paper aims to analyze the implementation of the Digital Platform of the National Public Sector carried out by the government of Argentina between 2017 and 2019. This commitment is based on the implementation of a modernization process of the State. This emerging style of government action derives from a computationally assisted management and organization system of society, culture and economy that is called a “platform”: a programmable architecture designed to organize the interactions between users and machines.
The approach adopted for this study refers to the perspective of governmentality derived from the analytics proposed by Michel Foucault and the post-Foucaultian anglophone tradition. The gaze that is sharpened in this approach is the government's analytics, through statements and practices that allow us to recognize the conditions in which particular entities or regimes of government practices emerge, remain, and mutate.
This commitment recognizes the relevance assumed by the data and its processing as it allows the coordination and implementation of public policies and the generation and analysis of information on multiple aspects of each citizen. But for the development of this art of government requires a technical knowledge whose operation requires establishing exchanges with technology actors.
This work strives to single out the forms and practices of government assisted by computational technologies and how this leads to a reconfiguration of the State and mutations in the way the public and citizen subjectivity is configured. |

Este trabajo se plantea analizar la implementación de la Plataforma Digital del Sector Público Nacional realizado por el gobierno de Argentina entre los años 2017 y 2019. Esta apuesta se fundamenta en la puesta en marcha de un proceso modernización del Estado. Esta estilo emergente de la acción gubernamental deriva de un sistema de gestión y organización de la sociedad, la cultura y la economía asistido computacionalmente que es denominado “plataforma”: una arquitectura programable diseñada para organizar las interacciones entre usuarios y máquinas. El enfoque que se adopta para este estudio remite en la perspectiva de la gubernamentalidad derivada de la analítica propuesta por Michel Foucault y la tradición anglófona post-foucaultiana. La mirada que se agudiza en este enfoque es la analítica del gobierno, a través de enunciados y prácticas que permitan reconocer las condiciones en las que emergen, permanecen y mutan las entidades particulares o regímenes de prácticas de gobierno. En esta apuesta se reconoce la relevancia que asumen los datos y su procesamiento en tanto permite la coordinación e implementación de políticas públicas y la generación y análisis de información sobre múltiples aspectos de cada ciudadano. Pero para el desarrollo de este arte de gobierno requiere de un saber tecnificado cuya operatividad requiere establecer intercambios con actores de la tecnología. Este trabajo se esfuerza en singularizar las formas y prácticas de gobierno asistido por tecnologías computacionales y como ello deriva en una reconfiguración del Estado y en mutaciones en el modo que se configura lo público y la subjetividad ciudadana.
