It is proposed to reflect on the contributions of gender as an analytical category and political concept to operationalize the right to the city. It exposes some elements of the work presented at the first meeting of the Network of Popular Settlements about the right to the city: conflicts and disputes over urban territory. This work expands the analysis of previous studies on the contributions of the gender perspective in the habitat policies issue in relation to inequality and vulnerability, from the articulation of dimensions (material, symbolic and political). The case of the Tucuman metropolitan agglomerate is analyzed in the framework of a comparative study on other Latin American metropolis. It also reflects on the responses regarding habitat policy and the construction of territoriality, in the context of the disciplinary challenges of the right to the city and new problems, advances and backward movement of the neoliberal advance in the region. El escrito que se presenta parte de una línea de investigación sobre políticas públicas de hábitat desde enfoques emergentes y se propone reflexionar sobre los aportes del género como categoría analítica y concepto político para operativizar el derecho a la ciudad. Reúne, en esta oportunidad algunos elementos del trabajo presentado en el I Encuentro de la Red de Asentamientos Populares sobre el eje Derecho a la ciudad: conflictos y disputas por el territorio urbano. Amplía el análisis de estudios anteriores sobre los aportes de la perspectiva de género en el abordaje de la cuestión habitacional en relación a la desigualdad y la vulnerabilidad, desde la articulación de dimensiones (material, simbólica y política). El análisis de la casuística en relación a los asentamientos informales del espacio metropolitano de Tucumán, se enmarca en el abordaje desde una perspectiva comparada con otros espacios de la región.  Reflexiona además sobre las respuestas en materia de política de hábitat y la construcción de territorialidad(es), ello en el marco de los desafíos disciplinares del derecho a la ciudad y nuevas problemáticas, avances y retrocesos ante la avanzada neoliberal en la región.
