The particularity of the case lies in the treatment of environmental interjurisdictionality and the duty of two spheres of government to meet their obligations in the field of each of their powers. The difficulty of environmental management is related to the fact that the people who cause the environmental damage are indeterminate and anonymous. The conflict includes a social issue remediable through environmental education, in order to achieve a cultural change. El fallo que se analiza trata de una acción de amparo ambiental, interpuesta por los representantes de una planta fabril, mediante la cual se persigue poner fin al volcamiento y derrame de residuos sólidos urbanos, que realizan en forma indiscriminada personas indeterminadas en el ingreso del predio donde se sitúa la fábrica. La particularidad del caso radica en el tratamiento de la interjurisdiccionalidad ambiental y el deber de dos esferas de gobierno de cumplir sus obligaciones en el ámbito de cada una de sus competencias. La dificultad de la gestión ambiental está relacionada con el hecho que las personas que causan el daño ambiental, son indeterminadas y anónimas. El conflicto comprende una cuestiónsocial remediable mediante la educación ambiental para poder alcanzar un cambio cultural.
